Preparing to Count Philly

By positioning the 2010 Census count as a “community benefit” that could lead to increased  funding for community facilities such as schools and roads, CMC trained and educated multi-cultural advocates to infiltrate targeted neighborhoods throughout the City in an effort to drive the citywide response rate past that of the previous census.  Philly Counts, the local arm of the US Census Bureau, was a citywide campaign to raise awareness about the 2010 federal census and encourage all Philadelphia residents to be counted. Preliminary returns showed that the mass media campaign had little effect in many areas of the City, as response rates remained low. CMC designed and implemented a structured neighbor-to-neighbor outreach approach to overcome various cultural barriers and misnomers that prevented residents from participating.
